Our parent company 2Cs Communications, first became involved in community consultation just after the Barker Review. It made us question why so many housing developments get held up in the planning system. After talking to several of the country's largest property developers, who were already clients of 2Cs, plus some local authorities, we determined that the community consultation process was a major part of the problem. The difficulty is that not many people get involved, and of those that do they tend to have a strong (usually unsupportive) view. It became clear that a solution was needed to encourage more people to engage in the consultation process for new developments. We needed to include those who don't have much spare time, are without a preconceived opinion, or are in support but don't realise the value of their comment.
